The Consumer Investigations Unit (CIU) is warning Albertans about ongoing asphalt paving scams, particularly in small and rural communities.

Typically, operators go door-to-door offering discounted paving services, often claiming they have “leftover” asphalt from another job nearby. While the initial quote may seem like a bargain, consumers often report unexpected price increases, high-pressure sales tactics, poor-quality workmanship, and difficulty contacting the company once the work is complete.

Red Flags to Watch For

Be cautious if a paving contractor:

  • Shows up uninvited and offers a “today only” deal.
  • Claims to have leftover material from another project.
  • Requests a large cash deposit or immediate payment.
  • Refuses to provide a written quote, contract, or receipt.
  • Cannot provide verifiable business information.
  • Uses rental vehicles, unmarked trucks, or vehicles with out-of-province licence plates.
  • Has inconsistent business names or branding on vehicles, paperwork, and advertisements.
  • Provides vague details about the materials being used or the scope of work.
  • Increases the price after the work has been completed.
  • Uses pressure, intimidation, or threats to obtain payment.
  • Provides phone numbers, email addresses, or contact information that cannot be verified.

If You Suspect a Scam: Document Everything

If you suspect illegal or deceptive paving activity, report it to the Consumer Investigations Unit (CIU) as soon as possible. Include as much information as you can, such as:

  • Business name(s) used
  • Names or aliases of representatives
  • Phone numbers and email addresses
  • Vehicle descriptions and licence plate numbers
  • Dates and locations
  • Copies or photos of contracts, invoices, flyers, and other communications

Keep all paperwork related to the work and document the project with photos or videos as soon as possible. Take both close-up images of any defects and wider shots showing the entire work area.

Report Suspicious Activity

If threats, intimidation, or criminal activity are occurring, contact local police immediately. When reporting the matter to CIU, provide the police file or occurrence number to assist with coordination.
